Because the teams sending those messages aren’t keeping their stories straight. That’s a problem with engaging in spin to the point of dishonesty: making sure what you’re making up is what everyone else is making up. It’s pretty clear that President Trump’s condition is more serious than the administration is willing to admit from the 'Trump Working' photos with the blank sheet he was signing to the time stamps in the photos showing they were taken minutes apart as opposed to the hours apart they were meant to imply and the fact that the doctors are giving vague and overly optimistic statements inconsistent with other sources like his Chief of Staff. Frankly, we don’t know what the President’s real condition is. His administration’s constant dishonesty combined with the fact that suffering from an illness he personally downplayed and the other fact that a Presidential Candidate suffering from a serious health crisis so close to the election are both politically damaging to the President.

So we’re getting mixed messages because the people giving them are trying to mask his real condition and aren’t good at keeping their stories straight.
